Low-income pass can't meet demand

The bus fare hike will hurt low-income people, and the low-income pass would not offset this harm.

The mayor's plan caps low-income passes at 400 per month, although there are many thousands of low-income people in Madison. Most low-income riders could not get a discount pass and instead would pay one third more with the new $2 fare.

The fare hike will hurt all bus riders, and low-income riders most of all.
